Emergency dialing can be enabled by:

Enable 911 with the appropriate address information for each number using the Numbers page
Specifying the appropriate 911 enabled number for each extension using the Extensions page

We *strongly* recommend enabling 911 for all of your extensions; don't put your business at unnecessary risk! Be sure to place 911 test calls, the operators are used to it and are usually very friendly; politely tell them you're testing and ask them to verify your address.
